Authorizes the consumer advocate appointed by the Chief Financial Officer to intervene as a party in proceedings relating to workers' compensation insurance regulation and to seek review before the Division of Administrative Hearings.

Requires the consumer advocate to notify the Office of Insurance Regulation within 14 days of a workers' compensation rate or form filing if examination is intended.

Requires the consumer advocate to submit recommendations to the office within 21 days of filing (or within 15 days of receiving additional information), with actuarial certification that recommendations comply with accepted actuarial principles.

Prohibits the office from approving or disapproving a workers' compensation filing or issuing notice of intent before responding in writing to the consumer advocate's recommendations.

Requires the office to publish on a publicly accessible website the consumer advocate's recommendations regarding workers' compensation rate filings and the office's written response to those recommendations.
