Extends the public review period for student editions of recommended instructional materials from 20 to 45 calendar days before school board hearings.

Requires district school boards to establish a process allowing parents and county residents to recommend instructional materials for consideration by district reviewers, with notification to publishers.

Requires the Department of Education to provide public access to instructional materials recommended for state adoption, allow public comments, accept public recommendations, and post virtual presentations from publishers on its website.

Exempts instructional materials from public review procedures if they meet Next Generation Sunshine State Standards and adoption criteria, but allows district school board members to initiate public review if they have evidence materials do not meet required criteria.

Takes effect July 1, 2018.
