Creates the "Economic Redemption and Relief From Criminal Conviction Disabilities Act" allowing persons with legal disabilities from criminal convictions to petition circuit court for relief.

Excludes habitual felony offenders and persons convicted of violent or sexual crimes from petitioning for relief; does not affect sexual predator or sexual offender registration requirements.

Requires petitioner to complete all sentences, pay all restitution and current child support, have no pending charges, and wait 7 years since completing all court-ordered sanctions before relief is eligible.

Petitioner must present clear and convincing evidence at hearing of rehabilitation, no new criminal activity, no danger to public safety, and full responsibility for original conduct.

Grants restoration of all constitutional and civil rights upon approval; if denied, petitioner may not reapply for 1 year and may appeal based on abuse of discretion standard; takes effect July 1, 2018.
