Eliminates the mandatory retention requirement for grade 3 students who score below Level 2 on the statewide English Language Arts assessment.

Removes provisions requiring students to be retained if their reading deficiency is not remedied by the end of grade 3, effective July 1, 2018.

Maintains parental notification requirements about reading deficiencies and intensive reading interventions while removing references to mandatory retention consequences.

Deletes subsection (7) which detailed specific intervention requirements for retained third grade students, including 90 minutes of daily reading instruction and summer reading camps.

Updates references in sections 1008.34 and 1008.345 to conform with the elimination of mandatory grade 3 retention policies.
