Requires annual student and parent rights notices regarding education records to include information about opting out of directory information disclosure, as defined under the Family Educational Rights and Privacy Act (FERPA).

Allows teachers and administrators to read or post historic materials including the Constitution, Declaration of Independence, Bill of Rights, presidential writings, and Supreme Court decisions from a historical and nonproselytizing perspective.

Mandates that excerpts from historic documents include sufficient context to reflect the original sentiment and avoid misleading statements, with superseded laws or decisions accompanied by clarifying statements.

Requires each district school board to adopt rules prohibiting schools from distributing political materials or engaging in political communication with students, parents, or staff that advances a political purpose and does not meet the historical and educational requirements outlined in the bill.

Takes effect July 1, 2018.
