Adds criteria allowing mitigation activities on specified land parcels in Township 26 South, Range 32 East in Osceola County (sections 2-5, 8-11, 14-17, and 21-28) to meet cumulative impact requirements under Florida water management laws.

Applies to mitigation of adverse impacts within drainage basin 18 (St. Johns River, Canaveral Marshes to Wekiva) or drainage basin 19 (Econlockhatchee River) when the land is contiguous with Lake Conlin or within the Cat Island Swamp.

Requires the mitigation activity to offset adverse impacts within the specified drainage basin in order to be considered as meeting cumulative impact requirements under part IV of chapter 373.

Directs the Department of Environmental Protection and St. Johns River Water Management District to recognize such qualifying mitigation activities as satisfying regulatory requirements.

Effective date: July 1, 2018.
