Authorizes professionals who evacuated from Puerto Rico during 2017 to obtain a 2-year temporary license in Florida in the following fields: barbers, clinical social workers, cosmetologists, engineers, and mental health counselors.

Requires applicants to provide documentation of their valid license in Puerto Rico in their respective profession to be eligible for temporary licensure.

Temporary licenses expire 2 years after issuance and cannot be renewed.

Recognizes the devastation from 2017 hurricanes in Puerto Rico and determines it is in Florida's interest to provide employment opportunities for displaced Puerto Rican professionals.
