Amends section 373.715, Florida Statutes to grant each member government of the West Coast Regional Water Supply Authority an absolute right to use reclaimed water it produces to develop potable water supplies for its own use or for sale to the authority or non-member entities.

Specifies that this member right to use reclaimed water supersedes any conflicting provisions in the interlocal agreement and applies to agreements in effect on the act's effective date.

Clarifies that the reclaimed water provision does not impair, void, or modify the interlocal agreement and supersedes any inconsistent cooperative funding program policies approved by the water management district.

Maintains the authority's status as sole and exclusive wholesale potable water supplier for member governments, except for the reclaimed water exception.

Becomes effective upon becoming law, with the Division of Law Revision and Information directed to replace "the effective date of this act" with the date the act becomes law.
