Authorizes state universities to use federal grant and contract moneys to pay debt service on revenue bonds, but only if required by the U.S. Department of Education's Historically Black College and University Capital Financing Program.

Maintains existing prohibition on securing revenue bonds with tuition, financial aid fees, educational department revenues, or general operating revenues of state universities.

Amends section 1010.62, Florida Statutes, to add the exception for federal grant and contract moneys under the specified federal program.

Takes effect July 1, 2018.
