Creates a local government risk mitigation program allowing counties and eligible municipalities participating in the State Housing Initiatives Partnership Program to establish the program through their local housing assistance plans, with guidelines to be set by the Florida Housing Finance Corporation.

Authorizes landlords providing affordable housing to file claims for property damage or unpaid rent reimbursement, with claims reviewed within 2 business days of submission.

Establishes property damage claim limits of up to $2,000 for 1-bedroom units or $3,000 for multi-bedroom units (with claims under $300 awarded without inspection), with reimbursement capped at 75 percent of damages after security deposits or insurance recovery.

Allows landlords to claim unpaid rent reimbursement of up to 3 months' rent during tenancy or full rental assistance for up to 2 months after tenant abandonment, for leases signed on or after September 1, 2018.

Increases the percentage of local housing assistance plan funds that may be used for rental housing from 25 percent to 40 percent, with up to 10 percent designated for the risk mitigation program if matched by local funds, and decreases the required percentage for affordable housing construction and rehabilitation from 75 percent to 60 percent.
