Creates Chapter 908 of Florida Statutes, the "Florida Trust Act," to prohibit state and local law enforcement agencies, school law enforcement officers, and security agencies from using resources to investigate, arrest, or detain individuals for federal immigration enforcement purposes.

Prohibits law enforcement agencies from responding to immigration holds, detainers, and transfer requests; making arrests based on civil immigration warrants; and sharing agency databases for immigration enforcement purposes, though exceptions exist for court orders regarding criminal records.

Restricts state and local law enforcement agencies and health care providers from inquiring about or recording immigration status information except in limited circumstances including eligibility determinations, ongoing investigations, or legal requirements, with protections preventing medical record documentation.

Requires the Attorney General to develop model policies and the Florida Department of Legal Affairs to provide guidance for K-12 schools, colleges, hospitals, and courthouses to ensure accessibility regardless of immigration status and to establish a complaint submission process.

Entitles individuals unable to afford legal counsel to assigned representation in removal proceedings if they were detained or questioned in the state, effective July 1, 2018.
