Reclassifies passing a school bus on the side where children enter and exit while the bus displays a stop signal from a moving violation to reckless driving, punishable under section 316.192.

Removes the mandatory hearing requirement for violations of section 316.172(1)(b), making hearings discretionary instead.

Deletes the separate $200 civil penalty and 180-day to 1-year license suspension for school bus passing violations that previously applied on second or subsequent offenses within 5 years.

Adds school bus passing violations under section 316.172(1)(b) to the list of criminal violations excepted from standard traffic infraction procedures in section 318.17.

Maintains the $65 additional penalty for school bus violations to be deposited into the Emergency Medical Services Trust Fund for trauma center support.

Effective October 1, 2018.
