Authorizes early learning coalitions to refuse contracts with private prekindergarten providers that have been cited for a class I violation as defined by rule.

Prohibits private prekindergarten providers from participating in the Voluntary Prekindergarten Education Program if their child disciplinary policies allow severe, humiliating, frightening discipline or punishment involving food, rest, toileting, spanking, or physical punishment.

Effective July 1, 2018.
