Establishes that a positive test for anabolic steroids in a greyhound after racing violates prohibited substance rules, with exceptions for steroids used for birth control or prescribed by a licensed veterinarian (not employed by the track) to treat injury or illness.

Requires all greyhound tracks to maintain safe racing surfaces per division standards, install safety devices to remove the lure from the track, and insulate all exposed electrical wires where greyhounds may contact them.

Directs the Division of Pari-mutuel Wagering to adopt rules establishing food standards for racing greyhounds at tracks and kennels to maintain their health, welfare, and fitness.

Grants exclusive authority to the Division of Pari-mutuel Wagering to regulate the welfare of racing greyhounds in Florida, preempting and superseding any municipal or county ordinances on the subject.

Takes effect October 1, 2018.
