Establishes the "Arthur G. Dozier School and Okeechobee School Abuse Victim Certification Act" to certify victims of physical or sexual abuse at two Florida reform schools between 1940 and 1975.

Defines "victim of Florida reform school abuse" as a living person confined at either school during the specified period who was subjected to abuse by school personnel; does not allow estate representatives or decedents to apply.

Requires applicants to submit by October 1, 2018 an affidavit of confinement and abuse, documentation from state archives or the schools, and current photo identification to the Department of Juvenile Justice.

Mandates the Department of Juvenile Justice examine applications within 30 days, notify applicants of errors or omissions, allow 15 days for corrections, and complete review within 90 days of receipt; prohibits denial based on incomplete submissions unless timely notice was provided.

Requires the Department to notify applicants of its determination within 5 business days and certify eligible applicants; must submit a complete list of certified victims to the President of the Senate and Speaker of the House by March 1, 2019.
