Authorizes law enforcement agencies to contract with private entities to send licensed, state-authorized claims adjusters to complete short-form crash reports or driver exchange-of-information forms instead of having law enforcement officers investigate minor crashes.

Requires claims adjusters to submit completed crash reports or exchange forms to the Department of Highway Safety and Motor Vehicles and the contracting law enforcement agency.

Modifies short-form crash report requirements to include the claims adjuster's name, certification or licensure proof, and the name of the private entity holding the law enforcement contract.

Updates references throughout Florida Statutes (sections 316.068, 324.051, and 456.072) to recognize claims adjusters as alternative investigators alongside law enforcement officers.

Effective July 1, 2018.
