Authorizes kiosks and pushcarts, including advertising displayed on them, to be installed within the right-of-way limits of municipal, county, or state roads, except limited access highways, subject to written authorization from the appropriate local government.

Requires kiosks and pushcarts to not interfere with right-of-way preservation and maintenance, consistent with existing requirements for benches, transit shelters, and other similar structures.

Grants the Department of Transportation authority to direct immediate relocation or removal of kiosks and pushcarts that endanger life or property or violate applicable laws and rules.

Exempts signs placed on kiosks and pushcarts within the right-of-way from requiring permits under sign regulations, provided they comply with other applicable provisions.

Effective date is July 1, 2018.
