Requires the Office of Early Learning to adopt an observation-based child assessment system for children birth through 4 years of age, replacing previous preassessment and postassessment requirements.

Mandates assessment occur a minimum of three times per year and measure progress in language, social-emotional skills, executive functioning, and other performance standards adopted by the state.

Establishes a phased implementation timeline requiring data collection beginning with infants and children under 2 in 2019-2020, ages 2-3 in 2020-2021, and age 4 in 2021-2022.

Includes requirements for statewide training and reliability verification of school readiness child care instructors, with ongoing training at least every 2 years.

Takes effect July 1, 2018.
