Defines "electromagnetic pulse" as high intensity bursts of electromagnetic radiation from nuclear weapons detonated at 18 miles or higher altitude, or from solar activity.

Requires the Office of Program Policy Analysis and Government Accountability to submit a report to the Governor and Legislature by December 31, 2018 with recommendations on electromagnetic pulse preparedness.

Report must recommend a state agency to serve as the controlling authority on electromagnetic pulse issues and a process to identify vulnerabilities in the electric power grid.

Report must recommend methods to correct grid vulnerabilities, ensure cost recovery for electric utilities implementing protective measures, and identify replacement equipment needs.

Report must recommend a process to identify other critical facilities vulnerable to electromagnetic pulse events and establish information sharing protocols between government agencies, utilities, and private entities.
