Establishes a beverage container deposit system requiring consumers to pay 20 cents for containers of 6-25 fluid ounces and 30 cents for containers of 25 fluid ounces to 1 gallon, effective July 1, 2019.

Applies to beer, wine, spirits, tea, coffee, soda, and water beverages sold in glass, aluminum, steel, or plastic containers; excludes milk, medical products, frozen items, and broths.

Requires distributors and dealers to accept empty containers and pay full refund value plus a handling fee of at least 20 percent of the refund amount; containers must be clearly marked with "Florida" or "FL" and refund value.

Establishes registration requirements for redemption centers (permanent, mobile, and satellite locations) to accept containers and ensure proper recycling; reverse vending machines permitted for automated redemption.

Prohibits individuals from tendering more than 24 non-Florida containers per transaction (penalty of $100) and preempts local governments from imposing similar beverage container fees.
