Creates the Healthy Florida program as a comprehensive universal single-payer health care system administered by a 9-member independent Healthy Florida Board appointed by the Governor, Senate President, and House Speaker.

Establishes eligibility for all Florida residents with no enrollment fees, premiums, copayments, deductibles, or cost-sharing for covered benefits including medical care, prescription drugs, dental, vision, mental health, and long-term care services.

Requires the board to seek federal waivers and state plan amendments to incorporate Medicaid, Medicare, Florida Kidcare, and Affordable Care Act funds into the program as a single-payer system.

Prohibits private health insurers from offering coverage for services provided under Healthy Florida but permits coverage for non-residents and supplemental services not included in the program.

Program cannot become operative until the State Surgeon General certifies to the Legislature that the Healthy Florida Trust Fund has sufficient revenues to fund implementation.
