Defines "dismemberment abortion" as an abortion procedure using instruments like clamps, forceps, or scissors to dismember a living fetus and extract it piece by piece, excluding procedures using only suction.

Prohibits physicians from knowingly performing a dismemberment abortion, with an exception when necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury and no other medical procedure would suffice.

Exempts women upon whom a dismemberment abortion is performed from prosecution for conspiracy to violate the prohibition.

Makes willful performance of or active participation in a dismemberment abortion in violation of this section a third-degree felony, or a second-degree felony if the woman's death results.
