Implements the 2018-2019 General Appropriations Act with various statutory changes to support education, health care, and state agency operations through June 30, 2019.

Creates three new education funding allocations: Hope Supplemental Services Allocation (up to $2,000 per FTE for turnaround schools), Mental Health Assistance Allocation (supplemental funding for school-based mental health programs), and Funding Compression Allocation (additional funding for districts below statewide average per FTE).

Modifies Medicaid nursing home reimbursement rates effective October 1, 2018, increasing direct care costs to 105% of median and Quality Incentive Program to 7.5% of September 2016 payments, with providers reimbursed at greater of September 2016 cost-based rate or prospective payment rate through September 30, 2021.

Authorizes Department of Environmental Protection to transfer proportionate shares of Land Acquisition Trust Fund revenues to other state agencies' land acquisition trusts and advance funds to Fish and Wildlife Conservation Commission for cash flow purposes.

Maintains legislative salaries at July 1, 2010 levels for 2018-2019 fiscal year and removes nondisclosure clause restrictions from state contracts to ensure legislative staff access to contractor performance information.
