SB 2506 Summary

• Increases Tier 3 cancer center participation in Florida Consortium of National Cancer Institute Centers Program from 5 to 6 years, and extends the period to pursue NCI designations from 5 to 6 years after qualification.

• Removes Agency for Health Care Administration authority to establish alternative reimbursement methodology for Class III psychiatric hospitals under DRG-based prospective payment system.

• Establishes prospective payment system for nursing home reimbursement effective October 1, 2018, with direct care costs at 105% of median, indirect care at 92%, operating costs at 86%, and quality incentive pool of 7.5%.

• Authorizes agency to impose fines up to $1,000 per day on nursing homes and intermediate care facilities for developmentally disabled that fail to report monthly resident days.

• Requires agency to seek federal approval to reduce retroactive Medicaid eligibility period from 90 days to 30 days effective July 1, 2018, and contract with Miami-Dade nonprofit organization to operate PACE program serving up to 250 initial frail elderly enrollees.
