Redefines "persistently low-performing school" as one that completes 2 school years of a district-managed turnaround plan without improving to a "C" grade or higher, and creates new turnaround options including franchise model schools, schools of hope, and charter schools.

Creates the "hope supplemental services allocation" providing up to $2,000 per FTE to eligible turnaround schools for services including tutoring, counseling, nutrition education, and extended school day/year programs.

Establishes "mental health assistance allocation" funded through the General Appropriations Act to support school-based mental health programs, requiring districts to submit plans addressing prevention, early identification, crisis intervention, and staff training by August 1 of each fiscal year.

Expands "structured programs" (collegiate high school and similar acceleration programs) requiring each district to notify students in grades 9-12 by September 1 annually about dual enrollment opportunities, and prohibiting districts from limiting enrollment in these programs.

Increases the discretionary millage expenditure cap from $100 to $150 per unweighted FTE student, establishes $10,000 scholarships for franchise model school principals under the Best and Brightest Principal program, and revises charter school capital outlay distribution methodology.
