Removes the Department of Children and Families from the list of agencies that can hold personal identifying information of school food and nutrition service program applicants and participants under the public records exemption.

Maintains the exemption for personal identifying information held by the Department of Education and the department (Department of Agriculture and Consumer Services).

Eliminates the scheduled repeal date of October 2, 2018, making the exemption permanent rather than subject to the Open Government Sunset Review Act.

Allows disclosure of exempted information to other governmental entities performing official duties, or to any person with written consent from the applicant or participant.

Takes effect October 1, 2018.
