Removes the scheduled repeal of exemptions in section 112.324, Florida Statutes, making the public records and public meetings exemptions permanent rather than subject to the Open Government Sunset Review Act.

Maintains confidentiality for complaints alleging ethics violations held by the Commission on Ethics, local ethics commissions, and specified state agencies during preliminary investigations.

Keeps written referrals and related records confidential when held by the Commission on Ethics, Governor, Department of Law Enforcement, or state attorneys.

Preserves exemptions for closed proceedings when complaints or referrals are discussed or acted upon, exempting them from public meetings and sunshine law requirements.

Takes effect October 1, 2018.
