Community redevelopment agency commissioners must complete 4 hours of ethics training annually beginning January 1, 2020, addressing the state constitution, ethics code, and public records/meetings laws.

Agencies must publish digital boundary maps on their websites by January 1, 2020, and file annual reports by March 31 each year containing audit reports, performance data, and progress toward redevelopment plan goals.

Agencies existing on October 1, 2019, must terminate by September 30, 2039, unless the governing body approves continued existence by majority vote; agencies with outstanding bonds may continue until bond maturity.

Agencies reporting no revenue, expenditures, or debt for 6 consecutive fiscal years beginning no earlier than October 1, 2016, must be declared inactive by the Department of Economic Opportunity and may only expend funds to service bond debt.

Effective October 1, 2019, agencies must follow the same purchasing processes as their creating county or municipality, and redevelopment trust fund expenditures are limited to approved annual budgets and specific purposes including administrative costs, planning, property acquisition, affordable housing, and bond repayment.
