Defines "employee organization activities" as activities performed by employee organizations or their members relating to advocating member interests in wages, benefits, employment terms, or advancing the organization's purposes and obligations.

Prohibits collective bargaining agreements entered on or after July 1, 2019 from requiring public employers to compensate employees or third parties for employee organization activities or to provide compensated leave time for such activities.

Prevents renewal of collective bargaining agreements entered before July 1, 2019 if they contain terms conflicting with the new prohibition.

Allows public employees to continue using their own compensated leave time for any purpose, including employee organization activities.

Effective date: July 1, 2019.
