Prohibits the Governor, Lieutenant Governor, and Cabinet members from soliciting or accepting campaign contributions during Florida's 60-day regular legislative session or any extended or special session

Affected officials may still contribute to their own campaigns during these blackout periods

The solicitation ban applies to contributions on their own behalf, for political parties, for certain regulated organizations, and for legislative or executive branch candidates

Single violations constitute a first-degree misdemeanor with fines of $1,000-$10,000 for organizations; two or more violations constitute a third-degree felony with fines of $10,000-$50,000 for organizations

Violators must pay the state twice the amount contributed illegally, with funds deposited in the General Revenue Fund
