Creates section 385.301, Florida Statutes, allowing patients with severe chronic diseases or terminal illnesses to access investigational adult stem cell treatments that are in FDA-approved clinical trials but not yet approved for general use

Requires the Department of Health to adopt rules by January 1, 2020 designating qualifying medical conditions and establishing requirements for institutional review boards

Mandates that treatments be administered by licensed physicians certified by an institutional review board, provided at hospitals with at least 150 beds, ambulatory surgical centers, or accredited medical schools, with written informed consent required

Prohibits licensing boards from taking action against a physician's license or Medicare certification solely for recommending investigational stem cell treatments to eligible patients

Amends section 873.01 to add stem cells to the list of human organs and tissues subject to the prohibition on purchase or sale for valuable consideration, violations of which constitute a second-degree felony
