Establishes a $50,000 minimum annual starting salary for all instructional personnel in Florida beginning in the 2019-2020 fiscal year

Requires the Department of Education to calculate an adjusted minimum salary by November 1 each year, using the Consumer Price Index for Urban Wage Earners and Clerical Workers for the South Region

Mandates district school boards apply district cost differentials to adjust the statewide minimum, but prohibits any district's minimum from falling below the statewide floor

Requires the Legislature to fund the Florida Education Finance Program at levels sufficient to guarantee these minimum salaries while maintaining adequate funding for other education programs

Takes effect July 1, 2019, and may be cited as the "Florida Teacher Fair Pay Act"
