Counties and municipalities must post permit and inspection fee schedules and building permit utilization reports on their websites

Local governments must create and post building permit and inspection utilization reports by December 31, 2020, with updates required before any fee schedule adjustments

Utilization reports must include direct and indirect enforcement costs, personnel and operating expenses, number of permits and inspections requested/conducted, and revenue information from fees, fines, and investment earnings

Building code enforcement fees may only fund direct costs such as plan review, inspections, permit processing, and related training—not planning/zoning activities, reduced-fee public building inspections, or unrelated programs

Total annual fee revenue cannot exceed total estimated annual enforcement costs, with unexpended balances carried forward or refunded at local government discretion
