Licensed dealers must process transfers as if they were the seller, conducting background checks and complying with waiting periods before delivering firearms to purchasers

Violations constitute a third-degree felony; licensed dealers who violate the law must be reported to the Attorney General

Exemptions include transfers between adult family members (over 21) residing together for up to 14 days, law enforcement activities, gunsmith repairs, loans at shooting ranges, inheritance by spouse/child/parent, and emergency transfers to prevent imminent harm
