Creates the Indian River Lagoon grant program requiring 50% local match for cost-share grants funding wastewater facility upgrades, expansion of wastewater services to unconnected properties, and septic-to-sewer conversions

Requires Department of Environmental Protection to submit annual reports beginning January 1, 2020 detailing project priority rankings, costs, completion dates, and funding sources to the Governor and Legislature

Mandates wastewater facilities notify customers by mail within 24 hours of sewage spills: half-mile radius for 1,000-100,000 gallons, one-mile radius for 100,000-1 million gallons, all customers for 1 million+ gallons

Imposes penalties of $1 per gallon for unlawful sewage discharges of 1,000+ gallons, or facilities may alternatively spend $2 per gallon on system upgrades with department approval

Establishes $10,000 minimum penalty when discharge volume cannot be calculated or estimated; effective date July 1, 2019
