Requires each Florida public school to create a School Staff Assistance for Emergencies (SAFE) Team and school elopement plan to protect students with autism spectrum disorder or intellectual disabilities who are at risk of leaving school grounds unsupervised

SAFE Teams must include the principal, assistant principal, and at least five additional members appointed by the principal, responsible for creating and annually updating the elopement plan and responding to all elopements

School elopement plans must include a search grid of campus and surrounding areas (including bodies of water, train tracks, intersections, parks), notification procedures for staff and law enforcement, and a "Code Gray" alert system

Student-specific elopement quick reference guides must be created for at-risk students, containing identifying information, current photo, communication level, interests and behaviors, health considerations, available GPS technology, and likely locations

Public schools must annually submit their elopement plans to the district school board, with an effective date of July 1, 2019
