District school boards and Florida College System institutions are prohibited from limiting dual enrollment participation, including early college programs, unless granted a 1-year waiver by the commissioner due to capacity constraints

Instructional materials for dual enrollment courses must be provided free of charge to students from public high schools, home education programs, and private schools

Early college programs must allow students in grades 11 and 12 to participate for at least 2 full school years and graduate with an associate degree, prioritizing general education core and prerequisite courses over electives

Postsecondary institutions must report annually to the Commissioner of Education beginning September 1, 2020, including student enrollment numbers, credits earned, degrees awarded, and barriers to establishing early college programs

$550,000 in recurring funds appropriated from General Revenue Fund to Department of Education for implementing free instructional materials requirements, effective July 1, 2019
