Department of Highway Safety and Motor Vehicles directed to develop a "Highwaymen" specialty license plate with "Florida" at the top and "Highwaymen" at the bottom

Annual use fees distributed to the City of Fort Pierce as fiscal agent, with up to 10% allowed for administrative costs and marketing

Before museum construction completion: at least 15% of fees go to St. Lucie Education Foundation for art education in public schools; remainder funds construction of the Highwaymen Museum and African-American Cultural Center

After museum construction completion: at least 10% of fees go to St. Lucie Education Foundation; remainder funds day-to-day museum operations

Effective date October 1, 2019, contingent on passage of HB 201 or similar legislation in the same session
