Repeals Section 2 of Article XI of the Florida State Constitution, eliminating the Constitution Revision Commission that convenes every 20 years to propose constitutional amendments

Removes references to the Constitution Revision Commission from Article II, Section 5 (public officers) and Article XI, Section 5 (amendment election procedures)

Retains other methods for amending the constitution, including the Taxation and Budget Reform Commission, constitutional conventions, legislative joint resolutions, and citizen initiatives

Requires voter approval at a general election or earlier special election, with amendments needing at least 60% approval to pass

Approved amendments would take effect on the first Tuesday after the first Monday in January following the election
