Repeals section 286.035, Florida Statutes, which governs the Constitution Revision Commission's powers, chair authority, and state/local agency assistance requirements

Removes references to the Constitution Revision Commission from ballot referendum requirements in section 101.161, eliminating the commission as a source of constitutional amendment proposals on ballots

Amends lobbying law (section 112.3215) to remove the Constitution Revision Commission from the definition of "agency" and delete provisions requiring lobbyist registration for influencing the commission

Takes effect only if voters approve the constitutional amendment proposed by HJR 249 (or similar resolution) at the next general election or authorized special election
