Creates the "Youth Service Learning and Employment Assistance Initiative Act" establishing a summer youth service learning program within the Department of Education to match low-income and moderate-income students with summer employment at state agencies, school districts, local governments, and private businesses

Eligible students must be ages 14-22, enrolled in a Florida secondary or postsecondary institution, in good academic standing, and responsible for their own transportation

Requires state agencies and district school boards to participate; local governments and private businesses may participate voluntarily

Department of Education must create a statewide employment hub website where employers post opportunities and students can search by geographic area and job type, with an online application system

Participating employers may provide bus passes to students and must provide an honest letter of recommendation at the end of employment; program implementation contingent on General Appropriations Act funding with effective date of July 1, 2019
