Establishes a four-tier weighted scoring system for the Department of Environmental Protection to prioritize beach management and erosion control project funding, with Tier 1 (20%) focusing on tourism-related return on investment, Tier 2 (45%) on storm damage reduction and cost-effectiveness, Tier 3 (20%) on previous state commitment and recreational benefits, and Tier 4 (15%) on project readiness and environmental habitat enhancement

Requires the department to designate at least 10% of annual statewide beach management appropriations for the three highest-ranked inlet management projects, and allows the state to pay up to 75% of construction costs for initial major inlet management projects

Mandates the department maintain a comprehensive long-term beach management plan that includes a strategic beach management plan, critically eroded beaches report, and a statewide long-range budget plan with a 3-year work plan for beach restoration, nourishment, and inlet management projects

Requires the department to update active project lists on its website at least quarterly and notify the Governor and Legislature of any funding changes exceeding $500,000 or 25% of a project's original allocation

Takes effect July 1, 2019, with certain provisions related to the project scoring system and long-term management plan requirements taking effect July 1, 2020
