Creates Florida's state hemp program within the Department of Agriculture and Consumer Services to regulate hemp cultivation, with hemp defined as Cannabis sativa L. containing no more than 0.3% delta-9 THC on a dry-weight basis

Requires cultivators to obtain a license from the department and use only certified hemp seeds, with license denial for applicants who falsify information or have felony controlled substance convictions within the past 10 years

Establishes requirements for hemp extract sales including independent laboratory testing, certificates of analysis, and packaging with scannable barcodes, batch numbers, THC content statements, and expiration dates

Implements corrective action plans for negligent violations, with 5-year cultivation bans for licensees with three negligent violations within 5 years, and mandatory reporting to state and federal attorneys general for violations involving greater than negligence

Expands industrial hemp pilot project authorization to include Florida College System institutions and state universities with agriculture, engineering, or pharmacy programs, effective July 1, 2019
