Establishes certification requirements for peer specialists, requiring at least 2 years of recovery from substance use disorder or mental illness, or 2 years of experience as a family member/caregiver of someone with such conditions

Requires level 2 background screening for owners, directors, chief financial officers, clinical supervisors of service providers, and peer specialists who have direct contact with individuals receiving services, effective July 1, 2019

Increases criminal penalties for unlawful activities relating to personnel from a first-degree misdemeanor to a third-degree felony, including inaccurate disclosures in licensure applications

Authorizes certified recovery residences with approved discharge policies to immediately discharge or transfer residents when necessary for resident welfare, when needs cannot be met, or when health and safety of others is at risk

Requires marketing providers contracting with service providers or recovery residences to disclose to prospective patients which specific providers pay fees to the marketing provider and provide instructions for accessing department lists of licensed providers
