Includes Israel-related conduct in the definition, such as comparing Israeli policies to Nazi Germany, denying Israel's right to exist, applying double standards to Israel, and blaming Israel for all interreligious tensions—while specifying that criticism of Israel similar to criticism of other countries is not anti-Semitic
