Renames the Competency-Based Education Pilot Program as the Mastery-Based Education Program and allows public school districts and developmental research schools (including P.K. Yonge and Lake, Palm Beach, Pinellas, and Seminole County districts) to apply for participation

Authorizes participating schools to award high school credit based on student mastery of core content and skills rather than requiring minimum instructional hours (normally 135 hours per credit)

Permits participating schools to use alternative interpretations of letter grades for grades 6-12, though they must continue using the standard 4-point GPA scale for calculating grade point averages

Requires alternatives to awarding credit to include verification of mastery using rigorous scoring rubrics, and schools must amend their student progression plans to conform to the alternative credit system

Mandates the statewide articulation agreement include fair and equitable postsecondary access for students who graduate with a standard diploma and earned credit through mastery-based education; effective July 1, 2019
