Counties must develop text-to-911 implementation plans and have operational text-to-911 systems by January 1, 2022

Department of Management Services Technology Program required to develop a plan by February 1, 2020 to enable emergency call transfers between local, multijurisdictional, and regional E911 systems statewide, including voice, text, images, video, and location information

Sheriffs must facilitate written interlocal agreements between all primary first responder agencies in their county establishing protocols for direct PSAP-to-first responder radio communication during emergencies

PSAPs must be capable of immediately broadcasting 911 communications over primary radio dispatch channels of all first responder agencies in their service area without transferring calls to another dispatch center

Law enforcement agencies must authorize other agencies in the same or adjacent counties to install their dispatch channels on requesting agencies' radios upon written request, unless technologically precluded; sheriffs must certify compliance to the Department of Law Enforcement by January 1, 2020
