Establishes that competent adults have the fundamental right to refuse Schedule II opioid drugs for their own health decisions

Requires the Florida Department of Health to develop and publish an educational pamphlet on nonopioid pain treatment alternatives, including information on available options and their advantages/disadvantages

Mandates health care practitioners (except pharmacists and emergency care providers) to inform patients of nonopioid alternatives before prescribing, administering, or providing anesthesia with Schedule II opioids

Requires practitioners to discuss advantages and disadvantages of nonopioid options, including the patient's risk of substance abuse history and personal preferences

Practitioners must provide the educational pamphlet and document nonopioid alternatives considered in the patient's medical record
