Creates new legal definition of "micromobility device" as any motorized transportation device reserved through an app or website for point-to-point trips, limited to 20 mph on level ground, including motorized scooters and bicycles

Grants operators of motorized scooters and micromobility devices the same rights and duties as bicycle riders under Florida law, while exempting them from vehicle registration, insurance, and driver license requirements

Lowers maximum speed limit for motorized scooters from 30 mph to 20 mph and allows devices with or without seats (previously required no seat)

Requires companies offering scooters or micromobility devices for hire to secure all devices when a tropical storm or hurricane warning is issued by the National Weather Service

Preserves local government authority to adopt ordinances regulating micromobility devices and motorized scooters on streets, highways, sidewalks, and sidewalk areas within their jurisdiction
