Creates a new category of "medical marijuana retail facilities" separate from treatment centers, allowing them to dispense marijuana and delivery devices acquired from licensed treatment centers to qualified patients and caregivers beginning August 1, 2019

Treatment centers licensed under subparagraph (a)1. may contract with no more than 10 medical marijuana retail facilities, while treatment centers are prohibited from directly owning or operating retail facilities

Retail facility applicants must demonstrate financial ability, pass background screenings, employ a medical director, maintain $250,000 liability insurance per facility, and submit diversity plans for minority and veteran involvement

Retail facilities are prohibited from making wholesale marijuana purchases, transporting marijuana, engaging in Internet sales, and must contract with only one treatment center

Counties and municipalities may ban retail facilities by ordinance or determine location criteria, and facilities cannot be located within 500 feet of schools unless approved through public proceedings
